Yes, use of CBD hemp oil is legal in North Carolina on a state and a federal basis.

Gov. Pat McCrory of North Carolina signed a new hemp extract bill called HB 766 into law in 2015 in an effort to help people with intractable epilepsy.

For these reasons it is not subject to regulation or control under the federal Controlled Substances Act.
